Andy Lemer is a consultant and researcher with diverse international and domestic experience in planning and policy for urban and regional development, multi-modal transportation, civil infrastructure systems, and related technology innovation.

He has worked on major projects with senior government officials and private-sector leaders throughout the United States and in Africa, the Middle East, Southeast Asia, and Latin America, developing regional growth strategies, new-town development plans, economic feasibility studies for major transportation and other infrastructure projects, and development-policy guidance. He led multidisciplinary teams responsible, for example, for the initial master plans for Abuja (Nigeria), Batam Centre (Indonesia), and large-scale developments in China, Vietnam, and the United States.  In addition to his consulting practice, he administered research programs at the National Academies of Science, Engineering, and Medicine related to infrastructure asset management, organizational innovation, and knowledge management. Andy has taught as visiting and adjunct university faculty, authored books and articles for peer-reviewed journals and popular press.
