Gabriel Abraham is a specialist leader at Deloitte Consulting with many years of experience in post conflict environments. He has more than 15 years of experience serving in top managerial positions on a number of complex institutional development and capacity building programs at central and local levels of government. His extensive work experience in transition countries coupled with solid understanding of best practices, technical standards, and policy issues make him particularly valuable in leading strategically oriented programs.

Abraham has worked in South Sudan, Afghanistan, Egypt, Eritrea, Ethiopia, Jamaica, Jordan, Iraq, Kenya, Kosovo, Russia, Turkey, Uganda, USA, and Zimbabwe. He is presently serving as Chief of Part on the Project on Good Governance in South Sudan. This 5 year project has several objectives: support in executive decision making, legislative framework, and civil service reform. He assisted in strengthening the apex of government and the Ministry of Cabinet Affairs as the secretariat of government to develop the national priority agenda. As Southern Sudan prepared for independence, Mr. Abraham helped with ensuring key functions of government were in place.

Prior to his assignment in Southern Sudan, Abraham served in the following USAID funded projects as Chief of Party or Team lead:
1. Local Government Initiative Project in Kosovo
2. Effective Municipalities Initiatives project in Kosovo.
3. Afghanistan National Development Strategy project in Afghanistan
4. Local Government Project in Iraq
5. Comprehensive Development Plan for the City of Luxor project in Egypt

In addition to these large multi-year projects, Mr. Abraham has served as consultant and short term advisor on many other projects.
