With master degrees in business and landscape architecture Kathleen Bullard worked for many years as a project manager for both local government agencies and consulting firms in the Los Angeles area. Major projects included creating the Los Angeles River Center and Gardens and nine master plans for the US Army Corps of Engineers flood control basins. She is now retired and living in the small rural “Victorian Village” of Ferndale, California and serves as a planning commissioner.
