Matthew Coogan is a transportation consultant specializing in intermodal and multimodal planning, who has recently retired as director of the New England Transportation Institute for the last decade. He is the author of many studies of multimodal transportation, having led projects for the Cooperative Research Programs of the Transportation Research Board. He served as Massachusetts Undersecretary of Transportation and helped found the Coalition of Northeastern Governors Task Force on High Speed Rail. Coogan is a founding member of the Board of Directors of the International Air-Rail Organization in London. He was appointed by the National Academy of Science to the Committee on High Speed Ground Transportation and the Committee to Critique the National Maglev Initiative and by the Transportation Research Board to the National Academy of Science Committee on Intercity Passenger Travel.
