Richard Tustian is an architect, planner, and educator with over 60 years experience in managing the built environment.

He was an architect and planning consultant when he became planning director of Montgomery County, Maryland, where he served for over twenty years. He gained national recognition for designing an innovative, comprehensive urban growth management system that has had a seminal influence on the field of urban planning. In later years, he provided educational and consulting services to governments, universities, and other institutions. He has been a senior fellow of the Lincoln Institute of Land Policy, adjunct professor at the University of Pennsylvania, and fellow of the American Institute of Certified Planners. Tustian has been published extensively and speaks publicly about urban planning, inclusionary zoning, affordable housing, farmland preservation, and land use planning.
